#1018 introduced a toolchain file and removed the usage of the deprecated actions-rs/toolchain action. Replacing that requires the usage of rustup, which is currently not present on our self-hosted runner. Hence, for the time being, we switch to using a hosted one, and we should switch back to a self-hosted one once the rustup binary is available.
