Why does va.uscongress.3.1797 not have explicit NAs for missing counties #18

Also found va.uscongress.16.1801 that lists only 1 county (Essex) which has voting results while online the NNV has 5 different counties listed (Caroline, Essex, King and Queen, King William, and Middlesex). Not sure why the other four aren't listed din the .csv with NA values.

va.uscongress.8.1803: .csv has Lancaster and Westmoreland counties (both have election returns). Online has King George, Lancaster, Northumberland, Richmond, Stafford, and Westmoreland counties.

va.uscongress.11.1805 .csv file only contains Essex county while online they list Caroline, Essex, King and Queen, and King William county.
