The Settings app on Arm64 is currently an x64 process running under emulation. This is due to an SDK WinRT redirection issue which appears only on Arm64, and only when combined with an app using WinUI 3

This needs to be fixed, as it will also impact other apps using WinUI on Arm64 devices.
