In ~/AppData/Local/vcpkg/archives (Windows), ~/.cache/vcpkg/archives (Linux)

find -type f -name '*.zip' -exec unzip -p -C {} CONTROL \;

will print the CONTROL files with ABI hashes, so that the user can decide which zip files to delete.
