Generating/adding users with a certifiate and adding group membership

Any tool to automate adding a user certificate and adding group member ship automatic on the server ?
With a friend we have setup a mumble server where anyone can join and and sure we can register users and give them talk permission in some chanals and some chanals are just free - we have also web access but this does not provide certificates.

Anyway we would like to add users with hamradio licens this are i categori A,B,C,D where D give Talk permission beginner operator licens and licens categori A is give acces/talk permissions to all levels but a user belongs to a categori/group.

A chanal/rumm where talk powers a user need to belong to A,B,C, or D anything else the are only allowed to listen.
Another chanal need a membership of A categori to talk/transmit - but can I automate the process and generate the certifikat keys that are created on the server so they only need to import the certifikat to a device and the murmur will know the user and categori.
We need to see/verify they have permission to transmit on chanals related to official radiooperator licens.

Any script or nice way to handle this or recommended solution ?

This should be possible via the Ice interface, but I'm not aware of prebuilt solutions 🤔
