The issue

Referencing: Arcanyx-org/NiXium#157

Is there any effective way to set channels and ACL in a declarative way? I am trying to set up the server so that each time it's rebooted it sets up the channels and permissions and so that it can be set up from the git repository so assume that each time a new database is created.

If you can't use a database to persist settings, your only option would be to use the ZeroC Ice RPC interface of the server to programmatically create all the channels, groups and other ACLs that you want to have on your server.
