Move off of windows-2019 in GHA due to it being EOL #2752

Describe the story, please be clear on scope of the story.

Windows Server 2019 reach its initial servicing EOL date ion Jan 9, 2024. We still use this image in two workflows:

deploy_agent.yml
deploy_siteextension.yml

Move these over to either windows-2022 or windows-latest.

Acceptance Criteria

No more usage of windows-2019
Deploy jobs still work
