Support serving static files from s3 bucket

Support serving static files from an AWS s3 bucket. The OTP pipeline already handles uploading static files to an s3 bucket but our Django project needs to connect to that bucket and serve all static files from it instead of the app server. This task may require creating a routing rule on cloud flare to externalise the static assets.
