Describe the bug

In this release logs, you can see that the action is failing because it couldn't find action.yml in the docker container. But I'm not using docker here and I want to skip that (skip adding @google/semantic-release-replace-plugin plugin)

Steps to reproduce

1. Clone an action repo, e.g https://github.com/actions/typescript-action
2. Add the open-sauced release action and remove the docker job
3. Push your code and wait for the release action to fail
