Update voter rolls in Helios

This will be done by taking the voter roll generated in

https://github.com/open-telemetry/community/blob/main/elections/2024/voters-roll.csv

And using https://github.com/open-telemetry/community/blob/main/scripts/gc-elections/convert-voter-roll-to-helios.py to covert it from the CSV with number of contributions to the CSV expected by Helios.

All usernames in the voter roll should now be correctly capitalised.

The list of 698 voters generated in https://github.com/open-telemetry/community/blob/main/elections/2024/voters-roll.csv has been successfully processed by Helios.

Only one exemption request was received, however this contributor is already part of the list above. Hence, no additions had be added yet. As a reminder, it is still possible to apply for exemption to the eligibility criteria until 18 October 2024 23:59 UTC.
