Metrics When running trunk check locally

Ideally if it could be set by an environment variable or flag that we can set to upload metrics/traces of timing taken to run trunk cli, that would be great!

RIght now we only capture trunk check performance in CI and rely on direct feedback from devs to track how the local dev experience is.

If we could have metrics, it would allow us to monitor and be proactive.

Ideally, if we could have a trace similar to bazel's performance trace metrics, that would be ideal
