jhedstrom indicated that drupal/drupal-extension 4.x branch is required for Drupal 9

This package pins 3.x branch

 - palantirnet/palantir-behat-extension dev-tableau requires drupal/drupal-extension 3.* -> satisfiable by drupal/drupal-extension[v3.0.0, ..., 3.4.x-dev].
    - Root composer.json requires palantirnet/palantir-behat-extension dev-tableau -> satisfiable by palantirnet/palantir-behat-extension[dev-tableau].
