Rule 19-28 consider adding another case and a FAIL outcome with a Fail unless message for 24/7 zones

We recently ran a multifamily project through the RCT and obtained fails for rule for the dwelling units which are 24/7 zones. Perhaps a case can be added for building types that may have 24/7 spaces like dormitories, multifamily, hospitals, hotels with a fail outcome but where the note says "Fail unless the zone has 24/7 occupancy in which case unoccupied fan operation is not relevant".
