Summary

users are able to move namespace from one Project to another via API, they just have to use Steve instead of Norman

Since UI uses Steve API, it works fine in UI as well.
We see this issue ONLY when we use Norman API to move a namespace to a different project.
And, Rancher CLI uses Norman API so that fails as well with the same issue.
