[FEA] Drop support for nvcomp 2.2.0

Historically, libcudf supported nvcomp 2.2.0, the last open-source release of nvcomp. Since then, nvcomp has undergone significant development and bugfixes. The old nvcomp repository is also being retired soon.

I propose that libcudf should drop support for nvcomp older than 4.0.1, which we added support for in #16076. We do not have CI for the older nvcomp versions, and we do not have high confidence that the old code paths are still working. Dropping this will also enable significant cleanup for rapids-cmake.
