I, as a host have all the player progress, being things in backpack saved, but my family member who also had things in his backpack lost his data. He was the one who was using the steam multiplayer feature instead of hosting a dedicated server, but he had many things in his backpack, saved and signed off for the night, and sent me his save, then when I started a server with it, he has nothing on his backpack. Is there any way to fix this? or somehow manually add player data to a world save?

No. Co-op and dedicated servers use different player data. You could theoretically extract it manually from the save and put it in for the server, but no save editor exists for the game
