Why

不審な人物が参加した場合や，退会した人がいる場合に使うため

退会した人に関してはBANではなく、アカウント消去でいいと思います。
理由としては退会した人をBANしてしまうと、ドキュメントや引継ぎ内容をmessageに残していた場合、なくなってしまうためです。
そのため、BANは不審な人物や、荒らし等に使用するつもりです。

確かに退会した人にBANを行うのはやめたほうがいいですね
