Addresses not allowed for streaming

A list of addresses that should not be allowed to partake in the streaming graph:

• Precompiles
• System contracts (e.g., Optimism's contracts)
• The Sequencer's fee wallet (i.e., block.coinbase); once a wallet is used by a Sequencer for receiving fees, it shall never be usable for streaming

Whenever a user attempts to start a stream towards one of these address, the tx should revert.

Given that these accounts:

• Don't really need streaming
• May be involved in an awful lot of transactions (much more than the average address)

We would help prevent UCG by blocking them access to streaming.
