Custom outreach disapeared for anonymous users

I am using a custom outreach to indicate how to use the nexus. The page was always displayed even when not authenticated.
In some last update the outreach is only displayed when logged in. As the purpose of the page is, in my case, to explain how to use the nexus, it looses some sens.
Is this a bug ?

I did not notice the exact version of the change since I am always authenticated.
