Any further information? Looks like you are using Linux Mint. What version of Sonic Pi and OS? When you say even when not in use does this mean when Sonic Pi has not been launched? It sounds to me like feedback. Sonic Pi use jack on Linux to connect to the sound system, although on later versions it also uses pulseaudio. Depending on settings it is possible to get loops which could produce feedback particularly if you have a mic (inbult or external) connected to your system. Particularly in early versions it was possible for jack to remain running especially if Sonic Pi crashed and this could possibly lead to such as you are experiencing. Can you check the sound settings on your computer.
First if you reboot, and do NOT start Sonic Pi do you experience the sound?
Second if you then start Sonic Pi does the sould start spontaneously?
Sonic PI does check an init.rb file, which if you had written stuff there might start playing automatically when it started, but If not it shouldn't create sounds until you program it to do so. It contains

# Sonic Pi init file
# Code in here will be evaluated on launch.

What version of Sonic Pi : 4.3.0
and OS: Linux Mint

When you say even when not in use does this mean when Sonic Pi has not been launched?

Sonic Pi has been used and then closed but then this sound is still going on in the background .... and the system needs to be forced shut .

What could be the fix to this ?

What am I doing wrong?

Sounds like Sonic Pi may not be shutting down cleanly. After you have run and quit Sonic Pi and teh sound is there could you look at the Sonic Pi logs (in the folder <your home folder>/.sonic-pi/log which you can get to using
cd ~/.sonic-pi/log
and post the contents of the .log files.
Also worth starting a terminal and posting the output of
ps -ae which will list running processes. We can then check if any processes started by Sonic Pi are still active.

I don't know if this is related but I've had it before where Sonic Pi upon closing produces a loopback for the microphone, which causes the mic input to be played out of the speakers - this caused some awful feedback sounds! I assume it was caused because JACK didn't get shutdown or reconfigured properly by Sonic Pi (JACK is what Sonic Pi uses to output audio on Linux). If you have a mic, does muting it make the sound go away?

Yes I agree with @SunderB says as I too think this is what may be happening. The log files and checking what processes are running after you quit Sonic Pi may help to confirm this.
