ingest in-toto atts to be able to answer questions like

"where is the code repo that resulted in this container image?"
"what build created this container image?"
"who created this build?"
"what are the artifacts from build 1234?"

in addition to this, given a table that maps a build to an org:

"what is the organization that created this container image?"
"who are the organization owners?"
"notify organization owners of CVE-2024-1234 in container image X?"
