Are we sure we can use PG17?

Looks like plrust doesn't support it yet: tcdi/plrust#412

I'm getting some build issues off of main:

The plrust docker is only there as a placeholder for potential plrust work that never really happened. We can just get rid of the plrust docker target as it is not used.
