Wipe Tower Speeds?

Greetings!

I'm trying to figure out the speeds for the Wipe Tower in Multi Material Prints in order to speed things up, but the Tool Tip Description ( not shown ) is leaving me kinda at odds.

The Tool Tip mentions it being a % but of what? I've mine currently set to 200% but that is still awfully slow when the majority of my speeds ( in the Print Settings ) are in the 300mm/s with a few exceptions in the 200mm/s.
