Describe the bug
same as issue in linkvalidator: https://forge.typo3.org/issues/104387

To Reproduce
Steps to reproduce the behavior:

Create a link to a page with not existing CE in field header_link, e.g. t3://page?uid=107827#99999999
Check links

The link is is displayed as link to page 99999999, but it should be link to page 107827 and CE 99999999.

TYPO3 version: 11
brofix version: latest for 11, also reproducible with "main"
