Just a suggestion, we've noticed that opening tickets it uses the first agent listed for that type. It should instead see that the person opening the ticket is an agent listed in that category and assign to them.
Would also be nice to just open it unassigned and notify all agents in that category there is a new ticket. This should only happen when the agent opening the ticket isn't in that category.
