Uncaught Error when Finalising Test Plan Report Without Test Results

Moving from "Draft" to "In Review" to "Finalized" triggers the following uncaught error (as seen in the development console):

"Uncaught (in promise) Error: Cannot finalize test plan report because there are no completed test results"
