See whatwg/infra#340 .

In section 5, name code points as U+000A LF, U+0023 (#), U+0009 TAB, U+2550 (═), U+255E (╞), U+2561 (╡), U+256A (╪), U+5341 (十), U+5345 (卅). The last two characters mean 'ten' and 'thirty'.

Probably need to think a bit about how to best apply those guidelines to Encoding as in a couple of places I think it would greatly help readability, but there are also some equations with bytes in them where it might not. Using https://infra.spec.whatwg.org/#byte-value might help there.
