Is this different from packaging rules and toolchains?

The package loading time is too delay to fully distribute toolchain and lua modules, it only applies to the distribution of libraries and toolchain SDKs.

Even the current package/rules has some limitations.

We need a way to pull all rules/toolchain/modules configuration files when parsing xmake.lua. But I haven't figured out how to implement it yet, and the design of the api.
