Support Keyrings stored in the Hardware ICSF Keyring

Is your feature request related to a problem? Please describe.
The API Mediation Layer deployment without z/OSMF as authentication provider is limited to the scenarios where Keys are either in the PKCS#12 keystore or in keyring without hardware.

Describe the solution you'd like
Update the implementation of the API Mediation Layer to support these keys and validate on the relevant infrastructure. The validation needs to be done by vendors as the current Open Source infrastructure doesn't support hardware ICSF Keyring.
