Installer for the Latest Exercism Windows CLI

Updated in preparation of the next version of Exercism. This installer has been adapted to properly install the CLI for the original Exercism site as well install the new CLI once it is released for the new Exercism site.

note: v1.4 refers to the version number of THIS installer. The installer will install the latest version of the Exercism CLI for Windows. DO NOT confuse this version number for the version of the CLI.
