PR adds tooling needed to build thee fprime-baremetal-reference on a Teensy 4.1 (also tested on Teensy 3.2).

I encounter an odd behavior while attempting to build as per ca702b2 and e78414b

So, after some investigation, the problem concerning the CMake error with arduino-cli seems to persist when building the baremetal reference as part of the image. As a temporary fix, will just have to not build the baremetal reference for now.

Resetting HEAD commit to e6b28ee, as that was the last stable commit before encountering the build error
