Rethink and revise Resources and About page on mi.org

During today's Technical team meeting, it was identified that we need to rethink and revise the Resources and About page on monarchinitiative.org. The current layout does not make intuitive sense for users to find Tools to use the Monarch-KG.

We discussed how having a new Tools page that can hold the API, Phenomics Assistant, Monarch R, Neo4J, and downloads would be better for users as opposed to it being buried in the About or Help pages. This Tools page can also link back to the App (i.e. search, text annotator, phenotype explorer) on the current homepage.

We also discussed how the Resources tab in the ribbon can be modified and made to be the landing page of mi.org, which would help the current confusion for using the Monarch-KG and services. This is something the Directors have been discussing and are looking for solutions.
