Move QPL into Licensing file.

Qlovastore 0.6

Qlovastore has been rewritten with the new database abstraction package 'db' in mind. This package is experimental.
The previous store package has been replaced by the 'fs' package. With a similar feature-set.

The import path has been updated to "qlova.store" and the license has been updated to the QPLv2.0
