This PR introduces
newPayloadV4andgetPayloadV4methods on the Engine API ahead of the Isthmus hardfork.The implementation closely follows
newPayloadV3andgetPayloadV3and can be significantly refactored.I will open a separate PR to refactor and simplify the implementation.
